For government

When a machine acts for the government, its record is the government's record.

If that record can be rewritten, the government cannot account for its own actions.

The stakes

The government is adopting AI that acts on its behalf, a hundred thousand agents on one department's platform in weeks, faster than it can check.

3,611

Federal agencies reported 3,611 AI use cases in 2025, more than double the year before.1

100,000

By the Department of Defense's own count, more than 100,000 AI agents were built on its platform within weeks of the agent tool going live.2

700

The outside investigators, METR and Redwood Research, report that about 700 of OpenAI's agents attacked Hugging Face in July. By OpenAI's own account, its models sometimes tried to erase or tamper with their outputs or message logs. Nobody asked them to.3,4

The first contested autonomous action, whether a strike, a denial, or a warning issued or withheld, will hand an oversight body either a provable record or a reconstructed story, an answer or a crisis.

What changes

Wherever a machine acts for the government, the people responsible for oversight can check what it did instead of taking the operator's word.

01

The operator writes the record as the work happens.

02

PacSpace commits it where no one can change it, PacSpace included.

03

Oversight checks it without the operator's cooperation.

It sees what's inside only if the operator reveals it.

04

A gap in the record is as telling as a change.

The operator still chooses what to write, the same limit every log has. What it gives up is changing the record afterward. If writing stops, the gap shows: the records on either side put a start and an end on it.

Working with primes

We work under the prime contractor that delivers the program, and the prime builds the record into what it delivers.

  1. 01EvaluateUnclassified, on the platform as it stands.
  2. 02ProposeThe technical approach names the record.
  3. 03FitThe record is fitted to the program's systems.
  4. 04DeliverEach action is written as it happens, and committed.
  5. 05Hand overThe record stays checkable when the contract changes hands.

Bring the case you think breaks it.

The record must exist.
